A Code Compliance Officer I, performs a variety of duties necessary to execute the County's Code Compliance and Parking Enforcement programs. They execute a range of tasks involved in the investigation of potential violations and the enforcement of zoning regulations, environmental blight, and parking violations. This position reports to the Code Compliance Supervisor.

Examples of Duties for Success

  • Investigate/inspect complaints of zoning violations and environmental blight; issue letters to property owners notifying them of violations as appropriate; affix notices of violation on property to abate zoning violations and blight; conduct follow-up investigations to ensure compliance with applicable codes and ordinances.
  • Inspect existing buildings for change of use, occupancy, or compliance with applicable ICC codes and ordinances.
  • Responds to code, parking violations and complaints, performs inspections, conducts research, and issues notices. Maintains records as prescribed by policy.
  • Coordinates and collaborates with internal and external stakeholders.
  • Assist other code compliance officers with blight clean-up orders and secure vacant properties with outside contractors.
  • Communicates county code regulations, parking ordinances, enforcement policies and procedures to the public to encourage compliance.
  • Receives sign requests for replacement of broken or missing signs and submits a report to the Public Works Department.
  • Prepares evidence and documentation for use in court and makes court appearances and testifies as necessary, including being a credible witness.
  • Responds and answers questions to zoning, parking and mapping inquiries.

Qualifications for Success

  • Skill in applying existing guidelines or recommending new approaches to the development and modification of work plans, methods, and procedures for the work unit or function.
  • Computer skills:  Proficiency with technology and County-supported software, to include MS Office Suite and proprietary systems used to carryout the duties.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish, maintain, and foster positive and harmonious working relationships with those contacted during work.
  • Ability to remain motivated, dynamic, and engage in problem-solving throughout the day.
  • Learn, interpret, and apply State and local policies, procedures, laws, and regulations.
  • Take proper safety precautions, anticipate unsafe circumstances and act accordingly to prevent accidents. Use all required safety equipment.
  • Resolves problems, mediates conflicts encountered during daily operations, and determines appropriate solutions.
  • Encourages regular communication and informs other staff members of relevant business issues and their impact on the organization.
  • Ensures quality, effectiveness, and efficiency of unit activities and safety measures.
  • Perform other related duties and responsibilities as required.

More Qualifications for Success

  • Experience: Minimum of two (2) years of experience working with the public and in the interpretation of rules, laws, or procedures including investigating allegations, conducting research, and resolving complaints, concerns or conflicts. Handle sensitive or stressful situations with tact and diplomacy.
  • Education and Training: 
  • High School Diploma or GED required.
  • Bachelor’s Degree from an accredited college or university preferred.
  • License or Certificate:
  • By position, requires and maintains a valid Driver's License at the time of application.
  • Within 12 months of hire, obtain a Code Enforcement Officer Basic certification, from the Colorado Association of Code Enforcement Officials and a Property Maintenance Inspection certification obtained through the International Code Council (ICC).
  • Licenses and certifications must be kept current as a condition of employment.
  • Background Check:  Must pass a criminal background check.
