Perform a variety of professional duties and responsibilities involved in administering, coordinating, implementing, and ensuring performance compliance of Federal and State grant programs for community development and affordable housing programs. This includes administering federal and local funds, including HUD's Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Neighborhood Stabilization Program (NSP).
Examples of Duties for Success
Assist in development, planning, and implementation of program objectives.
Respond to and resolve grant related technical questions and inquiries, including inquiries regarding county and non-county programs.
Identify community needs related to community development and affordable housing for low-income residents and neighborhoods.
Participate in the development of HUD required plans, such as annual action plans, Consolidated Plans, and Consolidated Annual Performance Evaluation Reports.
Interpret and apply federal, state, and local regulations to make sound programmatic recommendations to supervisor, manager, director, or Board of County Commissioners, as appropriate.
Ensure program compliance with federal grant requirements including, but not limited to, National Environmental Policy Act (NEPA), Davis-Bacon and Related Acts (DBRA), and Uniform Relocation Act (URA).
Coordinate and monitor projects, including contracting, site visits, detailed file documentation, regulatory compliance monitoring, spending rates, and timely project milestones.
Plan, develop schedules, timelines, and prioritize projects.
Conduct compliance and performance monitoring of grant funded projects and activities.
Maintain communication with Sub-grantees, municipalities, citizens, and others as required.
Implement the County's application process by analyzing applications, preparing application summaries, and presenting funding recommendations.
Maintain technical documents and tools such as legal contracts, Sub-grantee agreements, award letters, monitoring tools, activity reporting forms, and application guidelines.
Provide on-site training and technical assistance to county and non-county personnel regarding program development, fiscal and programmatic reporting, and program regulations as they relate to Community Development programs.
Assist in the budgeting process, review grant draw down requests, track activity balances, and make budget modifications.
Input, modify, and retrieve data from the computer, including input into HUD databases. Generate required reports and plans for HUD accurately.
Participate in the development and implementation of policies and priorities for assigned programs. Recommend appropriate services and eligible activities that are within departmental policies and Federal regulation guidelines.
Conduct a variety of investigations and analyze research data.
Participate in continuous review and educational training of regulations and policies.
Prepare public hearing and study session documents.
Perform other related duties and responsibilities as required.
Qualifications for Success
Experience: Three (3) years of direct administration of grant funded programs with increasingly responsible programmatic experience in a public or non-profit environment.
Education and Training:
A Bachelor's Degree from an accredited college or university with major course work in Business Administration, Public Administration, Human Services, Community Development, or a related field.
An equivalent combination of experience and education may be considered in lieu of a Bachelor's Degree.
License or Certificate: Must possess, or have the ability to obtain, a valid Colorado Driver's license.
Background Check: Must pass a criminal background check.
