What Success Looks Like In This Job

This position is responsible for program evaluation, measuring, tracking, monitoring, and communicating the County's efforts towards achieving positive people and organizational outcomes. Working as a member of a high-performing team, this position provides skilled analytical support by assisting in the facilitation of establishing metrics and monitoring initiatives. The P&C continuous Improvement Specialist will also inform strategy and promote sound decision making by leveraging process analysis, data, trends, and predictive analytics. Reporting to the Performance Management & Data Analytics Manager, this position will perform related work, as required, to support the People and Culture Service area, which includes Compensation & Benefits, Diversity, Equity and Inclusion, Learning and Development, and Organizational Effectiveness.

Examples of Duties for Success

  • Conducts process analysis and mapping, to include time study analysis as required to improve efficiency as well as ensure County teams follow new legislation as necessary.
  • Applies principles of LEAN and Six Sigma to business process improvement
  • Identifies and shares relevant "best practices" generated internally and externally.
  • Works with internal stakeholders to develop meaningful metrics; advises which data points and information are necessary to track and monitor both performance and effectiveness of a given program or initiative.
  • Perform data gathering, root cause analysis and performance trending in order to develop appropriate process control changes.
  • Utilizes design thinking and human centered design to delineate problems and conduct strategic planning.
  • Analyzes information utilizing techniques and statistical methods to identify patterns, data correlation, and informational forecasting.
  • Uses reporting software and/or tools to create visual representations and statuses; prepares presentations, charts, tables, reports, and other documentation on processes, statistical data and analysis.
  • Creates efficient and repeatable means to capture key data points.
  • Conducts applied research, evaluation, and cost-benefit analysis on various County programs/services to determine efficacy of programs/services.
  • Acts as departmental resource on questions related to research and methodology.
  • Serves as project manager on select projects.
  • Performs other related duties and responsibilities as required.

Qualifications for Success

  • Knowledge of statistical and programming software and the methods and techniques of compiling date into statistical and analytical reports; ability to collect, analyze, and interpret a variety of data and compile into statistical reports.
  • Knowledge of various research methods and models.
  • Ability to research and analyze complex issues, develop project plans, conduct surveys, and develop policy proposals.
  • Ability to maintain objectivity and confidentiality in dealing with a variety of complex and potentially sensitive projects.
  • Excellent organizational and time management skills; ability to effectively handle multiple, concurrent assignments and activities.
  • Computer Skills:
    • Proficiency in the use of Microsoft Office products, including word processing, spreadsheet, and database software used in the development and maintenance of application data.
    • Knowledge with data analysis tools (Tableau, Python, R, SQL, etc.) and techniques (machine learning, statistical analysis, and data mining is highly desirable.
  • Knowledge of and experience with business intelligence, data analytics, and visualization platform is preferred.
  • Knowledge of and experience with complex organizational data analysis and reporting using clear and concise communication, both verbal and written.
  • Ability to and experience with combining data from various sources to conduct cross-functional analysis.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish, maintain, and foster positive and harmonious working relationships.

More Qualifications for Success

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

  • Experience: Five (5) years of increasingly responsible organizational performance related data collection, process analysis/mapping, research, and statistical analysis experience with a minimum of two (2) years of experience developing, revising, and/or reporting on key performance indicators.
  • Education and Training:
    • Bachelor's Degree from an accredited college or university in Business, Organizational Development, Statistics, Computer Science, Human Resources, or another closely related field.
    • Training and/or certification in LEAN or Six Sigma preferred.
    • Experience with Baldridge performance excellence criteria preferred.
    • A Master's Degree is preferred.
    • Post-secondary education and experience totaling six (6) years in organizational performance data collection, research, process analysis, and statistical analysis may be accepted in lieu of the required degree.
