Join our highly-qualified, successful Benefits team and administer and coordinate the Family and Medical Leave Act (FMLA) while ensuring compliance with federal, state and local regulations with limited supervision. In this position, you would initiate, manage and close leave of absence cases related to FMLA, military leave [Uniformed Services Employment and Reemployment Rights Act of 1994 (USERRA)] and disability. This position requires specialized knowledge of federal regulations, including the FMLA, USERRA and county related policies.

As the primary point of contact for all leave inquires, you would communicate with employees regarding leave and disability rights and expectations, instruct employees on any applicable process and responsibilities, and assist with coordinating the administration of the Americans with Disabilities Act (ADA) while ensuring compliance.

Examples of Duties for Success

  • Administers various leave programs, including FMLA, ADA, Military Leave as it pertains to county policy and Disability leave
  • Serves as the point of contact for all leave and disability inquiries and questions. Monitors all open leave cases; tracks the use of accrued leave hours to ensure employee leave and pay is accurate and prepares and maintains leave and disability utilization reports
  • Coordinates and administers the FMLA program as directed in accordance with applicable federal and state laws and County policies to include communicating with employees, supervisors and physicians throughout the FMLA process
  • Receives and reviews FMLA requests to determine employee qualification status
  • Provides employee with appropriate FMLA forms and information and processes completed physician certifications or re-certifications and return to work releases
  • Approves and/or denies leave cases based on relevant medical information
  • Informs employees and supervisors of related rights and responsibilities while maintaining appropriate confidentiality of employee medical information
  • Works with employees to ensure all relevant medical documentation is completed and submitted for timely review. Maintains contact with employees on leave and coordinates the employee return to work process to include communicating with the employee's department regarding the employee's return to work status
  • Coordinates with Short Term Disability (STD) carrier and responds to inquiries providing timely information needed for claim review.  Calculates employee benefit contributions and appropriate deductions and enters into the HRIS system within established deadlines. Monitors employees for continued STD eligibility and updates records and HRIS as appropriate
  • Prepares correspondence notifying employees of FMLA exhaustion
  • Provides employees information on available benefits, such as Long-Term Disability (LTD) and possible accommodation under the Americans with Disabilities Act (ADA).  Serves as initial point of contact for questions regarding ADA as assigned and ensures compliance with federal law
  • Maintains filing system for both FMLA and STD, including preparing new files and purging files for archiving.  Updates HRIS system as needed when employee transitions to Long Term Disability (LTD)
  • Ensures confidential files are maintained in accordance with Health Insurance Portability and Accountability Act (HIPAA) regulations and Employee Privacy guidelines
  • Attends training sessions to learn concepts, principles, practices and applications of human resources work, studies applicable rules and regulations, and receives instruction in the interpretation and application of appropriate laws, rules, regulations, and procedures
  • Performs other duties as required. Perform general clerical tasks such as distributing mail, distributing faxes, composing routine correspondence, typing and filing documents and forms, making copies, and locating appropriate resource information
  • Operates a variety of office equipment including copiers, folding machine, and computer; input and retrieve data; organize and maintain personal computer and network drive documents
  • Performs data entry tasks with a high level of accuracy
  • Performs other related duties and responsibilities as required
To be successful, our ideal candidate should have the following knowledge, skills and abilities:
  • Basic knowledge and understanding of Human Resources functions, procedures, and policies
  • Proper telephone etiquette
  • Communicate clearly and concisely
  • Business letter writing and basic report preparation
  • Basic math or accounting principles
  • Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative
  • Work independently in the absence of supervision
  • Manage multiple tasks and competing priorities with ease; excellent organization and time management skills required
  • Compile and maintain complex and extensive records and prepare routine reports
  • Ability to operate standard office equipment such as computers, copy machines, folding machines, and phone systems
  • Computer Skills: High proficiency with most Microsoft applications (Word, Excel, Explorer and Outlook). Type 40 w.p.m. with accuracy
  • Experience with JDEdwards is desirable
  • Ability to communicate and make recommendations to upper management
  • Ability to identify basic problems and procedural irregularities, collect data, establish facts and draw valid conclusions
  • Demonstrated problem solving, time management and priority setting skills
  • Ability to learn department specific software and hardware and adapt to changes easily
  • Ability to handle sensitive and confidential issues with discretion

Qualifications for Success

  • Experience:
    • Knowledge of hiring, classification, benefits, labor relations, negotiation, and federal, state and local employment regulations
    • Knowledge of federal and state laws and regulations with respect to Department of Labor laws as it relates to FMLA, Military Leave, ADA, HIPAA and Workers Compensation
    • Strong computer skills, utilizing Microsoft Office applications is required
    • Experience using the Oracle JDEdwards application is desirable
    • Three (3) years of experience in a leave-administration environment
  • Education and Training:
    • High School Diploma or GED equivalent
    • College-level coursework in business administration or a related field is desirable
  • Background Check: Must pass a criminal background check
